Hygiène2Surf<p>C’est la fin d’un long feuilleton. La loi Struder, qui prévoit la présence du <a href="https://hygiene2surf.wordpress.com/tag/controle-parental/" rel="nofollow noopener noreferrer" target="_blank"><strong>contrôle parental</strong></a> sur nos appareils électroniques (<a href="https://hygiene2surf.wordpress.com/tag/smartphones/" rel="nofollow noopener noreferrer" target="_blank"><strong>smartphones</strong></a>, PC, tablettes, ou encore consoles de jeu, ou encore objets connectés…), devrait bien rentrer en vigueur à partir du 13 juillet.</p><p>Pourtant, les <a href="https://hygiene2surf.wordpress.com/tag/entreprises/" rel="nofollow noopener noreferrer" target="_blank"><strong>entreprises</strong></a> du numérique et de la Tech réunies au sein du Syndicat des éditeurs de logiciels de loisirs et l’Alliance française des industries du numérique ont bien tenté de contester ces règles auprès du Conseil d’État, mais&nbsp;cela n’a pas fonctionné. Reste à prendre connaissance de ce que va changer la législation dans notre quotidien&nbsp;: voici ce qu’il faut savoir.</p><p><strong>Ce que prévoit la nouvelle règle</strong></p><p>Comme le rapporte&nbsp;<em>Les Numériques</em>, ce texte impose&nbsp;<em>”la préinstallation d’un dispositif de <strong><a href="https://hygiene2surf.wordpress.com/tag/controle-parental/" rel="nofollow noopener noreferrer" target="_blank">contrôle parental</a></strong> sur les appareils connectés vendus en <strong><a href="https://hygiene2surf.wordpress.com/tag/france/" rel="nofollow noopener noreferrer" target="_blank">France</a></strong>”</em>. En clair, alors que ces <strong><a href="https://hygiene2surf.wordpress.com/tag/applications/" rel="nofollow noopener noreferrer" target="_blank">applications</a></strong> étaient souvent présentes, elles devront être&nbsp;<em>”proposés gratuitement à l’utilisateur lors de la première mise en service de l’équipement”</em>.</p><p>Retenons donc bien qu’il n’est en aucun cas obligatoire d’y avoir recours, mais que l’idée est d’encourager leur activation. Signalons également que les <strong><a href="https://hygiene2surf.wordpress.com/tag/donnees-personnelles/" rel="nofollow noopener noreferrer" target="_blank">données personnelles</a></strong> récupérées dans ce cadre ne pourront en aucun cas être utilisées à des fins commerciales.</p><p>«&nbsp;<em>Clubic</em>&nbsp;»&nbsp;rappelle à juste titre que cette décision ne doit rien au hasard. En effet, d’après une étude sortie en 2019, 44&nbsp;% des <a href="https://hygiene2surf.wordpress.com/tag/parents/" rel="nofollow noopener noreferrer" target="_blank"><strong>parents</strong></a> seulement avaient paramétré l’appareil de leur <strong><a href="https://hygiene2surf.wordpress.com/tag/enfants/" rel="nofollow noopener noreferrer" target="_blank">enfant</a></strong>, et 38&nbsp;% recouraient au <strong><a href="https://hygiene2surf.wordpress.com/tag/controle-parental/" rel="nofollow noopener noreferrer" target="_blank">contrôle parental</a></strong>. Ce qui n’est clairement pas assez</p><p><strong>Enfants et écrans&nbsp;: le débat est lancé en France</strong></p><p>Cette mise en place intervient dans un contexte assez particulier puisque l’on sait que les autorités visent notamment l’utilisation des <a href="https://hygiene2surf.wordpress.com/tag/smartphones/" rel="nofollow noopener noreferrer" target="_blank"><strong>smartphones</strong></a> par les <strong><a href="https://hygiene2surf.wordpress.com/tag/mineurs/" rel="nofollow noopener noreferrer" target="_blank">mineurs</a></strong>. Ainsi, on sait notamment qu’<a href="https://hygiene2surf.wordpress.com/tag/emmanuel-macron/" rel="nofollow noopener noreferrer" target="_blank"><strong>Emmanuel Macron</strong></a> s’est prononcé pour l’interdiction des <strong><a href="https://hygiene2surf.wordpress.com/tag/smartphones/" rel="nofollow noopener noreferrer" target="_blank">smartphones</a></strong>&nbsp;<em>“avant 11 ans”</em>&nbsp;et des <a href="https://hygiene2surf.wordpress.com/category/nos-publications/reseaux-sociaux/" rel="nofollow noopener noreferrer" target="_blank"><strong>réseaux sociaux</strong></a>&nbsp;<em>“avant 15 ans”</em>.
