When there's a really bad storm, the kind that might cause tornadoes, they put out a tornado *watch*. That means, "everyone be on the lookout, watch for tornadoes, just in case one happens."

A tornado *warning* is what it turns into when someone spots one. "We're warning you, there *IS A TORNADO* around here."

There was a goddamn, motherfucking tornado in San Francisco.
